Kinshasa, October 30th, 2025 (CPA).– The formal ban on charging fares above the regulated rates remains in force in Kinshasa, the capital of the Democratic Republic of Congo, according to a statement from the provincial Ministry of Transport consulted by the CPA on Thursday. ‘The formal ban on charging rates higher than those set by current regulations remains in force “strictly” and “immediately”, in accordance with the decree of December 17th, 2024, setting the official rate schedule and rates,’ wrote Jésus-Noël Sheke, Provincial Minister of Transport of Kinshasa.
Mr. Sheke highlighted a number of provisions that must be applied ‘strictly’ and ‘immediately’, namely the prohibition of the phenomena known as ‘demi-terrain’ and ‘solola bien’, which consist of modifying or deviating from official routes, in the first case, and raising prices through codes (500 francs equivalent to CDF 5,000).
He also highlighted the obligation to display the route and fare clearly and visibly on the windscreen of each vehicle used for transport. In this document, he indicated that any person contravening these provisions is liable to have the vehicle concerned impounded and to a fine of up to CDF 2,250,000, in accordance with Article 12 of the aforementioned decree. The provincial Minister in charge of Transport reiterated the formal ban on motorcyclists commonly known as ‘Wewa’ in the municipality of Gombe, in northern Kinshasa, for reasons of public order and road safety. ‘Only delivery motorcycles and other identified professional services are authorized to access the municipality, provided they obtain prior approval from the provincial ministry. These operators are invited to contact the ministry for the issuance of specific badges allowing them to continue to legally carry out their activities in Gombe,’ said Mr. Skeke. These measures, which must be strictly observed in the interests of the people of Kinshasa and for orderly, equitable and safe urban mobility, have been reiterated to transport operators pending the adjustments announced by the urban authority.
