Kinshasa, October 30th, 2025 (CPA).- A proposed edict regulating motorcycle taxi transport in the city of Kinshasa, Democratic Republic of Congo, was deemed admissible after its examination on Thursday at the plenary session of the Provincial Assembly of the Congolese capital (APK). « First of all, I would like to thank my dear colleagues elected in Kinshasa for voting in favor of the admissibility of this proposed edict regulating motorcycle taxi transport. As legislators, we have a responsibility to put an end to the anarchy, harassment and marginalization of the thousands of young people who make a living from this activity and who deserve to be supported , » said provincial deputy Nicolas Wemankoy, who sponsored the proposed ordinance.
This proposed ordinance has several concrete and innovative objectives, including the official recognition of motorcycle taxis as a legal and regulated means of public transport. The text also provides for the creation of a professional register to identify motorcyclists and their vehicles, assigning each one a unique number and a uniform registration number throughout the city of Kinshasa. ‘The aim is also to harmonize administrative documents so that they are recognized in all the municipalities of Kinshasa, to regulate the collection of taxes, particularly parking taxes, and to guarantee transparency and the allocation of revenue to the provincial treasury,’ said Wemankoy.
The project also imposes safety standards, including the mandatory wearing of helmets, compliance with traffic regulations, and training and retraining for motorcyclists. A special service, under the authority of the minister responsible for transport and urban mobility, will be responsible for raising awareness of civic responsibility, road safety and the periodic certification of documents.
