A thesis at UNIKIN on assessing the impacts of public procurement reform in the DRC

Kinshasa, July 3rd, 2021 (CPA).– The head of works, Pamphile-Papy Ekomba Lisembe, was proclaimed Thursday July 1 at the University of Kinshasa (UNIKIN), doctor in political and administrative sciences, with the mention: « Great distinction ”, at the end of the public defense of a doctoral thesis entitled:“ Evaluation of the impacts of the reform of public contracts in the Democratic Republic of the Congo: analysis of trends, responsibilities of the State and quest for the system optimization (2013-2016).

The recipient has deciphered in this doctoral dissertation, the impacts of the reform of public markets in the DRC by attempting to recommend certain strategies for its optimization.

By analyzing its longitudinal trajectory from 2012-2016, he said, the new public procurement system fails to generate lasting positive effects, likely to contribute to the development of the country.

According to his analysis, the main reason for this failure is the weak support of the governors for this new tool, and the non-respect of new established procedures.

The applicant indicates that to optimize the impacts of this reform, the stake of the remedy rests on the combination of several strategies, actors and sectors of the State. According to him, it is up to the State authorities to demonstrate a firm political commitment by resorting to piloting of the type: “Top –down / bottom-up”, and above all to the notions of “social responsibility” of the ‘State.

The promoter of this thesis, Professor Anselme Meya Ngemba and the co-promoters, Professors Kaba-Kaba Mika and Robert Kikidi Mboso, welcomed the relevance of this doctoral study which underlines the need to see the Congolese State, to use different strategies identified in this thesis, to make it a practical guide likely to help him to effectively deploy the device across the national territory, and to achieve its optimization in order to contribute significantly to the development of the country.

The academic session was chaired, on behalf of the rector, by the administrative secretary general of UNIKIN, Prof. Godefroid Kabengele Dibwe.

The need to set up a better developed and efficient mechanism for financing all the activities of the system, such as a comprehensive anti-corruption strategy, and the establishment of a top-down and botton-up management mode such as a societal notion of State responsibility are also part of the recommendations formulated by Pamphile-PapyEkomba.
