Signature of a technical assistance contract between the Senior Portfolio Council and AL & Legacy Sarl

Kinshasa, April 13th, 2021 (CPA) – The president of the Higher Portfolio Council, Norbert Nkubu Eluna and the general manager of AL & Legacy Sarl, Al Kitenge, signed an assistance contract on Monday in Kinshasa technique between these two organizations, learned Tuesday the ACP of the Ministry of the Portfolio.

Through this contract, AL & Legacy Sarl, which is a consulting firm, offers its collaboration in transformational, structural and technical support by proposing a strategic plan and its implementation through the design of innovative instruments. To this end, the two parties have undertaken to find funding from donors and international organizations to carry out their actions.

According to Al Kitenge, his company brings three elements to the Superior Portfolio Council (CSP) namely, the crutches that will allow the CSP to move, a pair of glasses, so that he relearns to look at what is around him in a way different with new glasses and finally teams able to help him work to meet the challenges. Among these challenges, the CSP notes the mission of securing the current state portfolio and making it an economic device capable of replenishing state coffers.

« When we look at about fifty public enterprises and twenty mixed commercial enterprises, we realize the existence of several internal and external constraints which prevent them from taking off, » said the director general, who specifies that his office of consulting believes that he has the aptitudes and attitudes capable of being able to speed up the work, give him another direction, another way of seeing things.

According to him, AL & Legacy, his team will not only be the « founding » of this contract but the « backofficer », but he will be behind the CSP as an intelligence and additional team inside. To do this job well, says the source, this new team needs the collaboration of the members of the CSP, openness to proposals and criticisms that will come from this cabinet.

In terms of results, notes the source, this new team promises to deliver fast results that will not necessarily require a lot of resources at first but then there will be results that will require more time and resources.

The expectations of the assistance contract

For its part, the CSP expects its partner to provide expertise, resources and training to re-qualify its staff, said the president of this organization, Norbert Nkubu Eluna. He specified that the choice made on his partner is linked to the fruit purely « made in Congo » and which has proved its worth outside the country.

His expertise and address book speak volumes about AL & Legacy’s proven track record. The CSP also expects innovation from its partner, especially in the digital field, which will require public enterprises to break out of a stereotypical framework, particularly in their management to take them to a higher level.

Apart from digital, it will also be necessary to innovate the management method of these companies for more results, he insisted. Mr. Nkubu concretely pointed out that in one year of the contract, several objectives must be achieved with the possibility of renewal. It is, according to him, to propose exit strategies with regard to the debt situation crossed; offer assistance to portfolio companies after identifying needs.

It will also be necessary to organize a Forum called: “initiating digital transformation” with portfolio companies; organize specific training for members of boards of directors, managers and other staff of portfolio companies.

This firm also has the duty to support the CSP in the implementation of the reform of the Portfolio, particularly the public-private partnership (PPP) for the purposes of the creation of companies by legal persons governed by public law, such as the provinces. , municipalities and other ETDs. Finally, it must assist the CSP in order to strengthen its capacities and improve its performance.
