The Minister in charge of Finance launches the second phase of the deployment of the ISYS-REGIES software

Kinshasa, October 5th, 2021 (CPA).– The Minister in charge of Finance, Nicolas Kazadi, officially launched on Saturday in Kisangani, capital of the province of Tshopo, the ceremony of the second phase of the deployment of the software « ISYS-REGIES », this , in order to increase the mobilization of public revenues and fight against tax fraud, the CPA learned on Monday from the Ministry of Finance.

The ceremony took place in the presence of the interim provincial governor, Maurice Abibu and local authorities.

For the Minister of Finance, the establishment of the computerized revenue chain in this province will help strengthen financial governance as desired by the government in its desire to meet the expectations of the Congolese people by replenishing the state coffers. .

He recalled the determination that drives him to IT in the management of public finances as one of the solutions to improve the tax system of the Democratic Republic of Congo (DRC). “The challenges to be met are immense, a feasibility study for the implementation of software for controlling the tax base is underway, particularly in the sectors of mining, telecommunications, hydrocarbons, value added tax ( VAT) as well as in the control of imported and exported quantities. On this subject, we will sign a ministerial decree with a view to making this integration compulsory, ”he said.

Since complete digitization involves reducing human manipulation, Nicolas Kazadi asked the managers of commercial banks to finalize the integrations of their IT systems with this software so that, by a single entry, the management information is transmitted. between their systems and ISYS-REGIES.

Previously, the coordinator of the technical committee for monitoring and evaluating reforms (CTR), Félicien Mulenda who was the first to speak during the ceremony, made it clear that the scope of the ISYS-REGIES software extends to all financial authorities, namely the General Tax Directorate (DGI); the General Directorate of Customs and Excise (DGDA); the General Directorate of Administrative, Judicial, State and Participation Revenue (DGRAD) as well as to other departments involved in the revenue mobilization process such as commercial banks, the Central Bank of Congo (BCC), the Treasury Department and scheduling (DTO), as well as the Public Accountancy Department (DCP).

As a reminder, this software is one of the elements that explain the increase in revenue in the DRC thanks to the traceability and transparency that it brings to revenue collection operations.

ISYS-REGIES is a software of the Ministry of Finance. Its launch in its first phase took place on January 1 of this year. Since that date, this software has been operational in seven provinces including the city-province of Kinshasa, Haut-Katanga, Haut-Lomami, Kongo-Central, Lualaba, North Kivu as well as Tanganyika.
