Kinshasa, April 13th, 2021 (CPA) – The Senate adopted, on Monday, at the People’s Palace, the proposed organic law on the creation, operation and organization of an institution to support democracy, called: « national agency for fight against corruption”, during a plenary session chaired by the President of the upper house of Parliament, Prof. Modeste Bahati Lukwebo.
Out of 109 senators who make up the Senate, 71 out of 79 present voted in favor, including by proxy, 6 against and two abstentions. A joint National Assembly-Senate joint committee will be convened to resolve the differences between the two chambers before the text is sent to the President of the Republic for promulgation.
With 37 articles divided into 7 chapters, this law, known as the “Henri Thomas Lokondo Law”, had been examined by the political, administrative and legal commission (PAJ) of the Senate but also by the National Assembly.
This agency, an institution supporting democracy, enjoys administrative and financial autonomy. Its headquarters will be established in Kinshasa, with extensions in provinces. Its members have the quality of judicial police officer (OPJ) with limited competence. The office, the agency’s executive body, is made up of 5 members.
Previously, incidental motions and information were presented by senators on land affairs in N’sele municipality, and insecurity in the provinces of Nord Kivu, Sud Kivu and Ituri, in particular by Senator John Tibassima. ACP
