Advocacy at the Ministry in charge of Social Affairs for the holistic care of children by « PABEA » project

Kinshasa, May 20th 2021 (CPA).– The Minister in charge of Social Affairs, Humanitarian Actions and National Solidarity, Modeste Mutinga, pleaded on Tuesday for the holistic care of Congolese children concerned by the support for well-being project alternative of children and young people involved in the cobalt supply chain (PABEA / Cobalt).

He made this plea during the ordinary session of Cobalt 2021 at Léon hotel in Gombe municipality, in the presence of the General Director of the National promotion and social service Fund (FNPSS).

Minister Mutinga made some relevant observations so that there is speed in the implementation of the said project and its real impact felt in the daily lives of beneficiaries.

« This project is funded to the tune of 84 million US dollars, or 39.17 million US dollars in grant and 45.19 million US dollars in loan by the African Development Bank (ADB) », he said.

As a reminder, the President of the Republic, Felix Antoine Tshisekedi Tshilombo, had shown great interest by signing grant and loan agreements for this project with ADB in June 2019 in Maputo.

Creation of a support unit for the integrated emergency community development program

Minister Modeste Mutinga, on this occasion, announced the creation of a support unit for the integrated emergency community development program within his cabinet in order to stimulate action in the steering committee located between ADB and the Ministry in charge of Social Affairs, humanitarian actions and national solidarity.

He also pledged to play his role in ensuring the effectiveness of the collection of the mining royalty intended for community development.

The ordinary session of Copil 2021 was marked by several presentations in particular, the brief presentation of PABEA cobalt project, the follow-up to the presentation for the validation of the work plan and the annual budget as well as the presentation of PABEA procurement plan cobalt.

The participants in this ordinary session praised the proactive, enlightened and legendary leadership of Minister Mutinga, who has demonstrated proven competence in leading the debates but also in steering PABEA cobalt project since his accession to the head of the ministry in charge of Social Affairs, Humanitarian Actions and National Solidarity.
