President Félix Tshisekedi and the state of siege: Beginning of the end of insecurity in the east of the country

Kinshasa, June 8th, 2021 (CPA) – The state of siege established by President Felix Antoine Tshisekedi Tshilombo in the provinces of Ituri and Nord Kivu marks the beginning of the end of insecurity in eastern country that has lasted for more than twenty years in this part of DR Congo.

This courageous decision taken by the Head of State Felix Tshisekedi in view of the seriousness of this insecurity, of a terrorist and business nature in this part of the country is in accordance with the electoral promise he made to the population of this region. .

According to Prime Minister Jean-Michel Sama Lukonde, the massacre of around sixty Congolese perpetrated on the night from May 30th to 31st in the villages of Boga and Tchabi, in Banyali-Kilo chiefdom in Irumu territory in Ituri, committed by militiamen of the Allied Democratic Forces (ADF) / MTM, are precursors of the end of insecurity in this region.

The Prime Minister, who indicated it in his communication, during the 6th meeting of the Council of Ministers held on June 4th, 2021 by videoconference, indicated that it was in the stampede after being dislodged from the localities they occupied, that they committed this criminal act.

 « These criminal acts are proof that the action of the Armed Forces of the Democratic Republic of Congo against armed groups is gaining ground in the provinces under a state of siege », he said.

The Government said in his report, the government spokesperson, Patrick Muyaya, reassured the Congolese people in general and the families of the victims in particular, that the loyalist forces are in pursuit of the perpetrators of these cruel acts to neutralize them and bring them to justice.

Resorting to a state of siege and territorial management by the military is a strategy that will undoubtedly bear fruit.

Indeed, the choice of the leaders of the new military administration of the provinces of Nord Kivu and Ituri brings to mind the policy of the administration of non-originators because of all the generals promoted to manage the situation in Nord Kivu and Ituri, neither is a native of these two provinces, nor even of the east of the country. According to astute observers, this will prevent them from being embarrassed by ethnic interests in particular.

« The state of siege was established in two provinces of the east of DRC shaken by conflicts, to quickly put an end to the insecurity which decimates our compatriots daily », affirmed the spokesperson of the government the day after the announcement by President Felix Tshisekedi of his decision declaring a state of siege in the said provinces.

By virtue of the ordinances proclaiming the state of siege, the military authorities are empowered to search homes day and night, to prohibit publications and meetings considered to be contrary to public order, to prohibit the movement of persons and to arrest anyone for disturbing public order.

The National Assembly, it is recalled, authorized on Thursday, June 3rd the extension of 15 days the state of siege proclaimed by the Head of State, on May 3rd in the provinces of Ituri and Nord Kivu to allow, undoubtedly, the continuation of the actions in order to obtain the complete surrender of all the armed groups.

According to the spokesperson for Sokola 1 Grand Nord operational sector and that of FARDC in Ituri, nearly sixty elements from different groups have been neutralized and more than 20 localities have been reconquered since the establishment of the state of sits in these two provinces.

During this state of siege, we also note a series of surrender of militiamen in certain localities of Nord Kivu and Sud Kivu.
