Kinshasa, March 3rd, 2026 (CPA). – The Congolese Association for Access to Justice (ACAJ) has welcomed the sanctions imposed by the United States on four senior Rwandan army officers, described as the planners of the attack on the Democratic Republic of Congo (DRC), according to a statement consulted on Tuesday by CPA. ‘The ACAJ congratulates the US government for the sanctions imposed on the RDF army and particularly on four of its senior officers described as the planners of the attack against DRC,’ it is read in a statement signed by Georges Kapiamba, national president of this association for the defence of justice. According to the source, this association has expressed the wish to see these same sanctions extended to the M23-AFC rebel group. It should be reminded that on Monday March 2nd, the US Treasury has issued sanctions against the Rwandan Defence Forces (RDF), accusing them of introducing onto the battlefield in eastern DRC, advanced military equipment, including GPS jamming systems, air defence systems, drones and additional equipment. On the list of high-ranking officers targeted by these US sanctions are Vincent Nyakarundi, head of the Rwandan army; General Ruki Karusisi, commander of the RDF’s 5th Infantry Division and former commander of special operations forces, who had supervised the military operations in support of the M23; Mubarakh Muganga, Chief of Staff of the Rwandan Army, sanctioned for his key role in planning operations in eastern DRC; and Stanislas Gashugi, commander of the RDF Special Operations Forces since the first quarter of 2025.
