DRC launches its 2026-2030 Digital Master Plan to modernize diplomacy

Kinshasa, June 18th, 2019 (CPA).- The launch of the 2026-2030 Digital Master Plan (DMP) of the Ministry of Foreign Affairs, structured around 27 priority initiatives aimed at modernizing Congolese diplomacy and strengthening its administrative efficiency, was announced on Thursday, according to a statement received by CPA. “Designed as a comprehensive framework for administrative modernization, the Digital Master Plan aims to enhance the effectiveness of diplomatic action and improve services provided to citizens, the diaspora, partners and public administration staff,” the statement read. The Digital Master Plan is built on four main pillars: digital governance, infrastructure and equipment, digitalization of business processes, and staff training and capacity building. According to the Ministry, these strategic orientations constitute the foundation of a more efficient diplomatic administration that is better equipped to address contemporary technological challenges. “These pillars are translated into 27 priority initiatives aimed at promoting a more efficient, transparent and secure administration,” the statement emphasized.

The strategy notably provides for improved information flow, faster processing of administrative files and enhanced reliability of internal procedures. Among the projects selected is the modernization of consular services, the digitalization of official travel management, the strengthening of cyber security mechanisms and the development of the capacities of the Directorate of Archives, New Information and Communication Technologies (DANTIC). The reform also includes the development of digital infrastructure adapted to the needs of diplomatic missions and the gradual integration of digital tools across the ministry’s various departments.

The Ministry stressed that several concrete actions have already been implemented as part of this transformation. Among them is the Electronic Mail Management System (GEC), deployed with the support of the European Union and regarded as one of the first achievements of the Digital Master Plan. The platform is intended to strengthen document management and optimize the processing of administrative correspondence.

According to the statement, the initiative forms part of a broader cooperation framework designed to support the modernization priorities defined by the Congolese diplomatic authorities.

Ministry officials, however, recalled that the Digital Master Plan encompasses a much wider range of actions covering digital infrastructure, technological equipment, cyber security, electronic document management and the development of staff digital skills. The Ministry in charge of Foreign Affairs underlined that the launch of the 2026-2030 Digital Master Plan is aligned with President Félix Tshisekedi’s vision for the modernization of the State and with the reform agenda led by the Government under Prime Minister Judith Suminwa.
