DRC: the Washington agreement does not consecrate ‘any form of sharing of our sovereignty’ (President Tshisekedi)

Kinshasa, December 8th, 2025 (CPA). – The President of the Democratic Republic of Congo has specified, on Monday, in front of Parliament, that the various peace agreements signed between the Congolese Government and the aggressors do not in any way consecrate the sharing of the country’s sovereignty. “Allow me to be perfectly clear: these agreements do not consecrate any form of sharing of our sovereignty. They do not validate anyone’s territorial claims or the control of our resources, » has declared Felix Tshisekedi in his State of the Nation speech. « Nor can they be interpreted as a disguised amnesty for crimes committed against our people. We are pursuing with rigour to the end and without complacency, in order to honour the memory of those who have unjustly fallen. We assume these agreements as strategic levers in the service of a just peace, » has insisted the Guarantor of the Nation. At the very beginning of this address to the Nation, President Tshisekedi has described the security situation throughout the country during 2025, which has seen the East of the country plunged into one of the darkest periods of recent decades, following in particular the capture of Goma and Bukavu by the AFC/M23 rebellion, supported by Rwanda. These aggressors have extended their reign of terror over large parts of Nord and Sud-Kivu provinces, has explained the Head of State. ‘’Faced with this aggression, our legitimate response has been military, institutional and diplomatic,’’ he has explained. It was in this context that he has paid tribute to the defence forces and their various allies who have since been conducting operations to resist and neutralise the attackers. ‘On the ground, the Armed Forces of the Democratic Republic of Congo, supported by the National Police, the security services and the Wazalendo patriots, have opposed a fierce resistance to the aggressor and its auxiliaries,’ he has made it clear, referring to the military front.

A proxy war to challenge the national sovereignty

Felix Tshisekedi has also clarified the underlying motivation for this war of aggression, which never had an internal origin, but rather was based on a plan to plunder Congolese minerals and balkanise the eastern part of the country. ‘This military escalation was part of a well-known strategy, an organised effort to plunder our natural resources and destabilise our institutions, which was accompanied by serious and systematic human rights violations, summary executions of innocent civilians, sexual violence used as a method of combat, and the forced displacement of entire communities torn from their land,’ has deplored Felix Tshisekedi. « Let there be no mistake, we are not facing a simple community conflict, nor are we facing war. We are not facing yet another internal rebellion. This is a proxy war of aggression aimed at challenging our sovereignty over a highly strategic area, rich in critical minerals and economic potential that is crucial to the future of our nation, » has concluded Felix Tshisekedi.
