Fight against illicit financial flows: DRC determined to strengthen measures

Kinshasa, October 30th, 2025 (CPA).– The government of the Democratic Republic of Congo, through its Minister of Finance, has expressed its determination to strengthen measures to combat illicit financial flows in the mining sector, according to a statement released on Thursday by the CPA following a high-level conference held on Wednesday in the country’s capital, Kinshasa. ‘The Minister of Finance, Doudou Fwamba, reaffirmed the central government’s determination to strengthen measures to combat illicit financial flows of commercial origin (FFIC), recalling that the mining sector accounts for more than 90% of national exports,’ the Ministry of Finance statement said. According to the source, the Finance Minister specified that these high-level meetings are being organized by German cooperation (GIZ), in collaboration with the three Congolese financial authorities, namely the Directorate General of Taxes (DGI), the Directorate General of Administrative and State Revenue (DGRAD) and the Directorate General of Customs and Excise (DGDA), with the aim of ensuring the traceability of transactions, combating tax evasion and promoting the return of capital to the country in accordance with the vision of the President of the Republic, Félix Tshisekedi.

This conference aims to strengthen synergy between tax services and to reach concrete conclusions and a roadmap for a profound reform of the mining sector. ‘These measures protect national wealth and restore confidence in financial governance, transforming mining wealth into a lever for real and inclusive development,’ said Doudou Fwamba.

On this occasion, the Minister in charge of Finance recalled that several concrete actions taken by the government, notably the national strategy to combat terrorism, which is a fundamental pillar for the protection of the financial system, and the creation and establishment of the National Committee for the Implementation of Targeted Financial Sanctions (Conasafic), demonstrate the government’s commitment to putting in place a robust system. The inaugural ceremony was attended by a host of dignitaries, including the Chair of the National Assembly’s Finance Committee, the Deputy Ministers in charge of Finance and Budget, the German Ambassador to the DRC, the heads of financial agencies and the GIZ Country Director. The meeting will continue until Friday 31 October 2025, culminating in the Kinshasa Declaration, which will set out the concrete commitments of stakeholders to strengthen transparency and good governance in the mining sector.
