Kinshasa City Hall: start on Tuesday of the new monthly pay cycle

Kinshasa, August 30th, 2026 (CPA).- The new monthly pay for administrative staff at Kinshasa City Hall, in the Democratic Republic of the Congo (DRC), is scheduled for Tuesday in accordance with arrangements made by the provincial government and a bank, according to a statement from the Kinshasa urban public administration trade union coalition consulted on Sunday by CPA. ‘The Kinshasa Urban Public Administration Trade Union Alliance hereby informs, first and foremost, the staff of the municipal agencies, the affiliated urban public services, the offices of the city governor and the emerging provincial ministries within the Kinshasa Budget, that the Provincial Government and Sofibanque SA have made the necessary arrangements to ensure that the new monthly pay begins this Tuesday, September 1st, 2026”, it is read in the statement signed by David Luyeye, president of the Kinshasa Urban Public Administration Trade Union Alliance. According to the text, this pay round applies solely to staff of organizations registered with the Kinshasa Provincial Agency for Digital Development (APDNK), in accordance with the timetable to be published in the coming hours for the various selected sites. To this end, the same source has sought to reassure staff of the Urban Services and Authorities who were not paid during the recent pay cycle that their payments will be combined with the new monthly pay cycle in order to provide them with some relief. “However, regarding civil servants and staff of decentralized services working within the Kinshasa Urban Administration and recipients of the city allowance, they are hereby informed that the new pay cycle for them will commence once the physical and administrative identification process carried out by the APDNK has been completed,” the document has added. Furthermore, the source has reminded that the physical identification process aims to clean up and ensure the reliability of the payroll records for urban public servants in the city of Kinshasa, with the aim of ensuring that staff who work regularly and tirelessly without being paid are properly accounted for, and also to put an end to favoritism, clientelism and  nepotism, which have so severely undermined the Urban Public Administration. “In the same vein, the trade union federation encourages staff in the urban divisions affected by the audit to have themselves identified and registered with the APDNK, which is supported by the relevant bodies set up at the various sites to speed up this process and also enable the new payroll operations for administrative staff to begin by mid-September”, the statement has concluded.
