Kinshasa: launching of the workshop on the rationalisation of services transferred from the Ministry in charge of Social Affairs

Kinshasa, August 23rd, 2026 (CPA).- A ten-day workshop dedicated to the rationalisation of services transferred from the Ministry in charge of Social Affairs has been launched on Saturday in Kinshasa, in the Democratic Republic of the Congo (DRC), by the Minister of State delegated for People Living with Disabilities and Other Vulnerable People (PVH-APV). “I am launching this ten-day workshop dedicated to the rationalisation of services transferred from the Ministry in charge of Social Affairs. The National Institute for the Blind (Inav), the Direction for the Coordination of Rehabilitation Activities for People with Disabilities (Dicorepha) and the National Service for the Rehabilitation, Training, Placement and Socio-Professional Reintegration of Blind People in Congo (Senarac) are the organisations involved in this initiative, which also aims to audit the organisational structure of the General Secretariat for PVH-APV” , has declared Irene Esambo, Minister of State delegated for People with Visual Impairments and Associated Disabilities (PVH-APV).

At the opening of the proceedings, Ms Esambo has pleaded for a specific administration, equipped not only with regulatory structures but also with operational structures capable of meeting the particular needs of the various categories of disability. In her view, the administration for people with physical and visual impairments (PVH-APV) must now be conceived as a service- and profession-based administration, focused on providing concrete responses to the needs of people with disabilities. Furthermore, the structures inherited from the Ministry in charge of Social Affairs will also undergo harmonisation of their remit, objectives and activities prior to their integration into the new administrative architecture. This step follows an initial phase focused primarily on regulatory structures. The challenge now is to strengthen the operational capacity of the administration for people with disabilities (PVH-APV).

Once this work is complete, a new organisational framework is expected to be proposed to provide the sector with a comprehensive administration that is better suited to the requirements of the inclusion of people living with disabilities. It should be noted that this workshop brings together experts from the General Secretariat for People Living with Disabilities and People with Additional Needs, those from the transferred bodies, and experts from the Civil Service.
