Kinshasa: the fundamental principles governing police work reiterated to police officers

Kinshasa, February 4th, 2026 (CPA).- The fundamental principles governing the mission of the Congolese National Police (PNC) were reiterated on Tuesday during a parade held in front of the urban police station of the Mont-Amba municipal group, located in the centre of Kinshasa, capital of the Democratic Republic of Congo. ‘Today, at the parade organised in front of the Mont-Amba Urban Police Station, I have reminded law enforcement officers of the fundamental principles governing their mission to serve the population,’ has declared the Senior Commissioner Mohamed Mulumba, head of the Mont-Amba municipal group.

‘I have emphasised six key points, including the primary mission of the police, which is to protect the population and their property, to avoid arbitrary arrests, and to refrain from the misuse of firearms,’ he has added. He has also raised the issue of the importance of police discipline, specifying that weapons should only be entrusted to officers who are proficient in their use, and not to trainees, in order to prevent the irregularities and acts of recklessness often observed in the field. The senior urban commissioner has also reminded the commanders of the sub-police stations of the need to properly supervise police officers assigned to checkpoints, to collect fines correctly in accordance with the law, and above all to ensure the safety of citizens and their property at all times. He has concluded his speech by urging police officers to demonstrate professionalism, responsibility and respect for human rights in the daily performance of their duties. ACP/
