Kinshasa, August 3rd, 2025 (CPA).- A consultation framework for associations and civil society actors in the municipality of Matete, in central Kinshasa, Democratic Republic of Congo, has been launched on Sunday during a ceremony organised to strengthen social cohesion in this municipality. « The Matete Local Development Committee (CLDM) has officially launched a consultation framework for associations and civil society actors in the municipality to establish security in our municipality. This event, which has taken place today (Sunday), has the main objective of operationalizing the Local Security Plan (PLS) and strengthening social cohesion in Matete, » has declared Felix Kudia, coordinator of the CLDM. According to Mr Kudia, the failure to apply the Local Security Plan is a failure that is detrimental to the well-being of the inhabitants. To remedy this, this new citizen network aims to create an inclusive and constructive space for discussion to address major security issues such as urban banditry and juvenile delinquency. The CLDM will also work to strengthen the capacity of civil society organisations and local authorities to address these issues.

To remedy this, this new citizen network aims to create an inclusive and constructive space for discussion to address major security issues such as urban banditry, juvenile delinquency (Kuluna), drug addiction, unsanitary conditions and police harassment. ‘The consultation framework will also address other challenges, including flooding and power and water cuts. The initiative is the result of collaboration between the Matete municipal authority, the CLDM and the MONUSCO Civil Affairs Mission,’ he has continued. Mr Kudia has explained that the implementation of the Local Security Plan and the development of advocacy with local authorities have been the goals of this project. « The specific objectives of this project include community awareness, implementation of the LSP and advocacy with local authorities for the enforcement of sanctions against those who disturb the peace. This participatory approach aims to ensure that the resulting citizen proposals are rich and relevant, and that the Local Security Plan becomes a reality for the people of Matete, » he has concluded. The launching of this structure has brought together a wide variety of participants, including the mayor of the municipality, municipal councillors, neighbourhood leaders, representatives of civil society organisations (CSOs), young people and women.
