Kinshasa, April 7th, 2026 (CPA) – Targeted offensive operations, monitoring of the ceasefire, and exerting pressure on armed groups are among the key missions assigned to the new United Nations Secretary-General’s representative in the Democratic Republic of the Congo, who arrived in Kinshasa Tuesday evening from New York via Brussels, CPA observed at N’djili International Airport. James Swan, who also serves as head of MONUSCO, officially took office, replacing Bintou Keita.
“The American diplomat James Swan officially assumes office this Tuesday, April 7th, 2026, as Special Representative of the UN Secretary-General in the DRC and head of MONUSCO. Unlike previous mandates, Resolution 2808 establishes a pause in MONUSCO’s gradual drawdown due to the ongoing and persistent deterioration of the security situation in Ituri, North Kivu, and South Kivu, where MONUSCO must monitor the ceasefire,” the UN radio in the DRC reported earlier in the day. Swan assumes his duties under Resolution 2808, adopted in December 2025 by the UN Security Council, which renews the mission’s mandate until December 20, 2026, while redefining priorities based on evolving on-the-ground conditions. The resolution also incorporates new diplomatic frameworks, including the Washington Peace Agreement, signed in June 2025 between the DRC and Rwanda, and the Doha Peace Agreement concluded in November of the same year. Within this context, MONUSCO is called upon to play an increased role in supporting a permanent ceasefire, including through monitoring and verification mechanisms. Given the use of sophisticated military technologies by armed groups, including surface-to-air missiles and suicide drones, the mission is authorized to conduct targeted offensive operations via its Intervention Brigade to neutralize active armed groups in the eastern DRC. The text also emphasizes combating impunity, protecting children, and strengthening judicial mechanisms, particularly regarding sexual violence.
Resolution demands Rwandan troop withdrawal
Additionally, the resolution strongly condemns offensives by the Rwandan coalition “M23-AFC” and demands the withdrawal of Rwandan Defense Forces (RDF) from Congolese territory. MONUSCO is also tasked with monitoring the arms embargo and the increasing use of GPS jamming in conflict zones. The Security Council further provides for sanctions against any attacks targeting UN peacekeepers or personnel, and demands the immediate removal of obstacles to MONUSCO’s freedom of movement. James Swan is a seasoned American diplomat, appointed March 5, 2026, as UN Secretary-General’s Special Representative in the DRC, succeeding Bintou Keita, to lead the UN mission amid a security crisis. An Africa specialist with decades of experience on the continent, he has held senior positions at the U.S. State Department, particularly in African affairs, and is known for his role in political and peace processes. He served as U.S. Ambassador to the DRC from 2013 to 2016, working on bilateral relations and major political issues. Previously, he was U.S. Ambassador to Djibouti from 2008 to 2011, a strategic post given Djibouti’s geopolitical importance in the Horn of Africa. He also served as UN Special Representative for Somalia from 2021 to 2022, overseeing political and stabilization efforts.
