Second phase: start on Monday of payroll operations for urban staff in Kinshasa

Kinshasa, June 7th, 2026 (CPA).- The payroll operations for the second phase for urban public sector staff will begin on Monday in Kinshasa, the capital of the Democratic Republic of the Congo (DRC), the president of the urban public administration inter-union group has announced in a statement consulted on Sunday by CPA. “Following the press release of June 6th, 2026, from the Provincial Minister in charge of Finance, as well as that of June 4th, 2026, from the President of the Kinshasa Urban Trade Union Alliance, the executive committee of the Kinshasa Urban Public Administration Trade Union Alliance hereby informs and confirms to all urban staff that the commencement of payroll operations for members of the governor’s offices, provincial public utilities and services, as well as the payment of the second tranche to staff and managers of the decentralised urban divisions, will begin on Monday June 8th, 2026, and will concern, in the first phase, political staff of the city governor’s offices and provincial ministries, as well as staff of urban public utilities and services”, has written David Luyeye, president of the inter-union committee of the urban public administration. Regarding the executives and employees of the decentralised urban divisions, Mr Luyeye has indicated that the second-tier pay, as agreed with the provincial government of Kinshasa, will be effectively launched in the middle of the same week, following the schedule that will be made public. “However, on Monday June 8th, 2026, the executives and agents of the Urban Divisions are invited to go about their usual duties within their respective departments as normal, pending the arrangements to be made and to avoid confusion on the aforementioned day,” he has added.  Moreover, he has thanked the entire urban workforce for the trust they have placed in the union and in the provincial government of Kinshasa, and encouraged those affected by the pay on Monday June 8th, 2026 to bring their identity documents and passport photos to open a bank account with the agents assigned at the payment site, in preparation for the bank transfer of the next pay. He has remarked that this is to ensure the regularity of pay in the coming months, as desired by the Kinshasa Provincial Executive, which spares no effort to resolve the financial situation of all urban staff in real time and on a regular basis, with the assistance of the inter-union group of the Kinshasa urban administration.  “We therefore reiterate our thanks to the Kinshasa Provincial Government for the promptness with which it responds whenever the trade union presents its demands on behalf of all urban staff, and we remain open and available for on-going dialogue. Taking this opportunity to call for calm and restraint among all the staff we represent, who must not allow themselves to be led astray, but should place their trust in the two partner parties who have committed to progressively improving the socio-professional conditions of urban workers,” he has emphasised.ACP/
