Tshisekedi calls for comprehensive assessment of operating costs of diplomatic missions

Kinshasa, March 22nd, 2026 (CPA) – Instructions have been given to a government team to accelerate the process of conducting a comprehensive assessment of the overall operating costs of all diplomatic missions and their staff of the Democratic Republic of Congo, according to the report of the 83rd Council of Ministers read Friday on national television.

“To this end, the President of the Republic instructed the Deputy Prime Minister in charge of the Budget, the Deputy Prime Minister in charge of the Civil Service, the Minister of State for Foreign Affairs, the Minister in charge of Finance, as well as the Minister in charge of Infrastructure and Public Works, to expedite the ongoing process and carry out a comprehensive evaluation of the overall operating costs of all diplomatic missions and staff abroad, including salaries, rents, operating expenses, as well as commitments to suppliers,” said Patrick Muyaya, Minister in charge of Communication and Media, while reading the report. “They will, on this basis, propose a structured and secure mechanism for financing, notably relying on the involvement, or even a syndication, of commercial banks,” he added. The Head of State is keen on establishing a reliable, sustainable, and transparent mechanism ensuring the systematic and regular coverage of all expenses related to the upkeep of diplomats and the functioning of diplomatic missions. He also recalled the strategic role these missions play in defending the interests of the Republic, promoting its image, developing international cooperation, as well as mobilizing investments and partnerships for the benefit of the country.
