Kinshasa, October 13th, 2025 (CPA). – A series of sit-ins at the Payroll Department of the Ministry in charge of the Budget of the Democratic Republic of Congo has been announced on Monday by the joint union committee of the Congolese Press Agency (CPA) to demand the implementation of the new salary scale, in a letter addressed to the governor of Kinshasa.
« CPA agents and executives reserve the right, through their trade union, to hold a series of sit-ins in front of the Payroll Department of the Ministry in charge of Budget in the municipality of Gombe, following the failure of this department to take into account the credit allocated to them by the Finance Act for the 2025 financial year, as highlighted in the letter of October 13th, 2025, sent by CPA’s inter-union committee to the director of the said department, » it is read.
These protests will begin on Thursday October 16th, 2025, and will continue until the demands of the employees and managers of this public institution are taken into consideration by the officials of the Payroll Department of the Ministry in charge of the Budget,’ it is added. In an interview with the press outside Kinshasa City Hall, Danny N’sale, president of CPA union delegation, has pointed out the failure of the Ministry in charge of Budget’s payroll department to comply with the country’s authorities’ injunctions.
« The budgetary authority, Parliament, had allocated us, in the 2025 Finance Act, a credit that should enable us to apply the new pay scale signed in 2020. The Deputy Prime Minister in charge of the Budget, in turn, gave his approval for the use of this budget from October 2025. Curiously, these petty tyrants in the payroll department are determined to deprive us of this right by renewing the third quarter’s pay, » he has declared. According to the president of CPA union delegation, the behaviour of the executives in charge of the payroll department is hindering the Head of State’s social policy.
‘These payroll department managers at the Ministry in charge of Budget, who think they are kings, are allowing themselves the luxury of sabotaging the social policy implemented by the President of the Republic, His Excellency Felix-Antoine Tshisekedi Tshilombo, Head of State, which is reflected in particular in the improvement of the salary situation of civil servants and managers in the public administration,’ he has said. CPA National Inter-Union Committee has copied all the country’s authorities to warn them of the consequences that would result from failing to take into account the demands of the workers of this public institution.
« Since we have submitted our letter today, we have given the payroll department three days, as required by the Constitution. From Thursday onwards, if we receive no response and our demands are not met, we will be at the doors of this department. We will start with a sit-in in front of the payroll director’s office, » has warned Danny N’sale. In another letter, CPA union has addressed the chief payroll manager, reminding him of the obligation to comply with the laws of the country, including the Finance Act promulgated by the President of the Republic, and to respect the signature of their supervisor, the Deputy Prime Minister in charge of the Budget. An unhealthy climate already reigns within DRC’s official press following reports that the salary scale is not being applied. CPA staff and managers say they are eager to receive the union’s call to action to launch large-scale demonstrations.
