DRC: the professional inclusion of people with disabilities and gender promotion, a heavy legacy (President of the Republic)

Kinshasa, December 8th, 2025 (CPA). – The promotion of gender equality and professional inclusion of persons with disabilities and other vulnerable persons (PWD-APV) within the public administration have been presented as a heavy legacy by the President of the Democratic Republic of the Congo (DRC) during his State of the Nation address on Monday in Kinshasa.

‘We have promoted gender equality and professional inclusion of persons with disabilities within the administration. We are talking about a heavy legacy,’ has declared Felix-Antoine Tshisekedi Tshilombo. The professional inclusion of people with disabilities in the public administration reflects the President’s commitment to this issue through concrete actions such as the introduction of an organic law, the recruitment of a significant quota of disabled employees (more than 3,000 to be integrated in 2024-2025), the establishment of a dedicated General Secretariat and the introduction of quotas in recruitment.

This is also part of a policy to combat exclusion and empower people with disabilities, marking a major step forward from previous constitutional commitments. The interministerial decree of June 2nd, 2025, reducing academic and housing costs by 50% for students with disabilities in all higher education and university institutions in DRC, thus gives concrete expression to President Felix-Antoine Tshisekedi Tshilombo’s vision of inclusive, fair and equitable education for all.
