Kinshasa, September 14th, 2026 (CPA). – The Secretary-General of the North Atlantic Treaty Organisation (NATO) stated on Monday that his organisation has the capacity to provide all necessary responses to hybrid threats from Russia, against a backdrop of growing tensions between the two sides, according to international media reports. “NATO has the capacity to provide all necessary responses to Russian hybrid threats. Russia’s attacks carried out in the vicinity of Alliance territories reveal Moscow’s desperation,” has said Mark Rutte, Secretary-General of NATO. “NATO is not fighting in Ukraine, but the Allies continue to provide their support,” he has added. He asserted that Russia is struggling in Ukraine and continues to retaliate with reckless and dangerous attacks, including against civilian infrastructure close to NATO territories.“Yesterday’s attack on a passenger train in Ukraine shows just how desperate Putin has become. He thinks he can stop our support for Ukraine and weaken our unity. He is wrong. Our response will be to step up our support for Ukraine,” he has said.
