Kinshasa, January 8th, 2025 (CPA).-A proposal to create a municipal one-stop shop has been examined on Thursday during the opening plenary session of the regular budget session of the Ngaba Municipal Council in central Kinshasa, Democratic Republic of Congo. ‘The proposal for a municipal one-stop shop has been examined article by article, amended, and then forwarded to the Economy and Finance Committee (Ecofin) for in-depth technical analysis, with a view to its being put to a vote in plenary session,’ has declared Blondel Mazebo, president of the Ngaba Municipal Council. According to him, the establishment of a one-stop shop aims to improve administrative efficiency, optimise the mobilisation of local revenues and enhance transparency in management between the executive and deliberative bodies. ‘I would like to emphasise the importance of this session, which is mainly focused on reviewing and voting on the 2026 budget, while recalling the strategic role of the council in local governance, the monitoring of public finances and the control of the municipal executive,’ he has added. Referring to the worrying security situation in certain neighbourhoods, the Council President has praised the efforts of the security forces, particularly the arrival of a new commander, and has encouraged the national unity in the face of challenges in the east of the country. « I welcome the government’s progress, particularly in the economic and digital spheres. I invite the elected representatives to become actively involved in the on-going digitalisation process, to respect the deadlines for producing parliamentary reports and to demonstrate responsibility, » he has concluded. The meeting was attended by the deputy burgomaster of Ngaba, representatives of the security services, heads of departments and members of cabinets. The deputy burgomaster has welcomed this initiative by the Council, describing it as ‘an important step towards better administrative organisation and better channelling of municipal revenues’. As a reminder, the 2026 budget has already been the subject of budget consultations, held on November 13th between the Municipal Council and municipal department heads.
