New community-based security governance advocated in Kasaï-Central

Kananga, October 1st, 2026 (CPA).- The Deputy Prime Minister in charge of the Homeland and Security advocated a new form of community-based security governance in his address to the population of Kananga, capital of Kasaï-Central Province, in central Democratic Republic of the Congo (DRC), according to a statement received by CPA on Thursday.

“Deputy Prime Minister in charge of the Homeland, Security, Decentralization and Customary Affairs Jacquemain Shabani held discussions with the population of Kananga, capital of Kasaï-Central Province, on the importance of the new community-based security governance (…) and the need for active citizen involvement in Expanded Local Security Committees, which serve as genuine consultation frameworks bringing together the authorities, security services and various components of society,” the statement from the ministry’s communications unit said. The call was made during a meeting with the population of Kananga on the importance of the new community-based security governance, in the presence of the province’s political and administrative authorities. According to the Ministry of Interior, the approach aims to strengthen citizens’ understanding and ownership of the reform, while encouraging them to actively participate in Expanded Local Security Committees.

The establishment of these consultation frameworks is intended, in particular, to promote direct dialogue between the population, political and administrative authorities and security services, in order to identify threats at the grassroots level and prevent conflicts. The approach is also intended to contribute to building sustainable security based on trust and collective responsibility, the same source said. Community-based security governance is based, in particular, on cooperation between authorities, security services and local communities in identifying and preventing threats. Under this approach, Expanded Local Security Committees serve as consultation frameworks designed to promote dialogue with local populations and strengthen their participation in preventing insecurity.
